The Uttar Pradesh government has taken an important step towards holding panchayat elections by forming a dedicated commission for Other Backward Classes (OBCs). The Yogi Adityanath government has created this panel to study OBC representation in villages and local bodies before finalising reservation rules for the elections.

This move is being seen as an important political and social decision because reservation rules play a major role in panchayat elections across the state. Panchayat elections in Uttar Pradesh are conducted at the village level and help elect representatives such as village heads, district panchayat members and block-level leaders.

The newly formed commission will study the population and political representation of OBC communities in different districts. Based on its findings, the government will decide how reservation for OBCs will be applied in the upcoming elections.

The state cabinet recently approved the formation of this commission. Retired Justice Ram Autar Singh, a former judge of the Allahabad High Court, has been appointed as the chairman of the panel. He will lead the commission for a period of six months.

Apart from the chairman, the commission includes several retired officers and judges with experience in law and administration. These members are expected to help prepare a detailed and balanced report.

The members of the commission include retired Additional District Judge Brijesh Kumar, retired Additional District Judge Santosh Kumar Vishwakarma, retired IAS officer Dr Arvind Kumar Chaurasia and retired IAS officer SP Singh.

The government believes this mix of judicial and administrative experience will help ensure a proper study of reservation and representation at the grassroots level.

The commission’s main responsibility is to collect data and understand the current social and political position of OBC communities in village-level governance. Officials say the panel will carry out a detailed survey and study before giving recommendations.

The formation of this panel is important because panchayat elections cannot move ahead until reservation arrangements are finalised.

Commission will study OBC representation

The OBC Commission will carry out a detailed study across Uttar Pradesh to understand how OBC communities are represented in local governance.

The panel will examine district-wise data related to OBC population and participation in panchayat institutions. It will also look at the present reservation system and check whether changes are needed before the elections.

The commission will study social and political representation of OBC communities at village, block and district levels.

Officials say the panel will carefully review existing reservation patterns and compare them with population figures. The idea is to make sure reservation is based on updated and proper information.

The government has said that reservation for OBC communities will remain within the existing legal limit of 27 per cent. This means that even after new calculations or recommendations, the total OBC reservation cannot cross this cap.

The commission will submit a detailed report to the Uttar Pradesh government after completing its study. Based on that report, a final reservation formula will be prepared for the panchayat elections.

Many political observers believe the commission’s work may influence local politics because reservation decides which seats are reserved for different social groups.

For many candidates and local leaders, the commission’s report will help clarify who can contest elections in specific reserved areas.

At the village level, panchayat elections are extremely important because elected representatives deal with roads, drinking water, village development, sanitation, welfare schemes and local administration.

Meanwhile, political parties and local leaders are closely watching developments because reservation decisions may affect electoral planning and candidate selection.

At the same time, some observers feel the process may take time because gathering district-wise population and representation data across a large state like Uttar Pradesh is a major task.

For now, Uttar Pradesh appears to be moving closer to village elections, but the next major step depends on the findings of the newly formed OBC Commission. Once the report is ready, the state government will be able to move ahead with final preparations and officially announce the panchayat election process.
